“We will support the Memorandum of Agreement between the Local Government Unit of Marawi City and the United Nations Habitat in rebuilding Marawi through community-shelter and livelihood by providing full security during the rehabilitation,” General Carlito Galvez Jr., AFP Chief of staff said during the recent signing of Memorandum of Undersantding at Marawi City Hall.
The proposed housing project will be funded by Japan.
Galvez said: “We will organize and revitalize the Joint Task Force Marawi by combining the 2nd Mechanized Infantry Brigade , the 103rd Brigade, Task Force Tabang Marawi, Task Force Bangon Marawi and the rest of the agencies that support Marawi rehabilitation.”
“We will also organized the 100 ladies Hijab troopers, the women soldiers to help the Internally Displaced Persons that are still in temporary shelters and evacuation centers. We promised to President Rodrigo Roa Duterte and Secretary Eduardo Del Rosario , Chairman of HUDCC that the AFP will never leave Marawi. Walang Iwanan. We will take care of them,” Galvez said.
Galvez said, “we will always make sure that security and good governance will prevail here”
Secretary Del Rosario said, “yung gagawin nating housing ay hindi lang housing units. It will be a community parang subdivision na mayrong common facilities for livelihood at training centers. Gagawa din tayo ng mga eskwelahan para hindi na mag travel sa malayo ang ating mga anak.”
“We got the commitment from different oragnizations for the construction of permanent housing units. Today May 24 yung second site ng temporayr housing units gagawa na po ng massive land development and next month will start the construction of housing units. By end of the year wala ng nasa evacuation centers,” Del Rosario said.
“For the most affected area, negotiations for technical aspect continue. Ang ating vision, ang most affected area will be a catalyst for growth ready to accept development na maging simula ng bagong pag-asa for the benefit for the future generations. Yan po ang pangako ng Pangulo at yan po ang tutuparin sa Task Force Bangon Marawi under my leadership,” Del Rosario said.
Del Rosario lauded the joint relentless efforts of the AFP for a focused security measures during the rehabilitation of Marawi.
Del Rosario said, “the first three years of rehabilitation phase would be very , very critical. If the Maute and ISIS terrorists group will be able to recover, recruit and organize, and something will happen in most affected area during the rehabilitation, granting that hundreds will be killed, billions of equipment will be destroyed, nobody will come back to Marawi to help you in rebuilding Marawi City”.
Del Rosario said, “we aimed that Marawi will be rehabilitated continuously , peacefully so that at the end of the day peaceful environment of Marawi will prevail. The ground breaking ceremony at the most affected area will be on June 21 tentatively.”
Defense Secretary Delfin Lorenzana, with General Galvez Jr., led the wreath laying inside the 103rd Brigade for the 165 soldiers and policemen who died during Marawi seige from May 23 to Otober 2017. The bell rung every name of a fallen hero mentioned which were witnessed by hundreds of troops who came over to the wreath laying ceremony.
Lorenzana said, “President Duterte will come to Marawi City during the celebration of Marawi Liberation Day on October 2018 instead.”
Lorenza said, “Abbu Dar also known as Owayda Marohombsar Benito from Lanao del Sur was considered by the AFP as the new leader of ISIS-Maute group. However Abbu Dar does not replace Isnilon Hapilon as Emir. Recruitment of new ISIS-Maute is monitored.”
Lessons learned a year after
Lorenza said, “on the part of the local officials, they were not so vigilant to protect sa kanilang lugar. I agreed when the Preisdent in which he blamed the people of Marawi for allowing the terrorist to come in and tried to establish a caliphate.”
Second, Lorenzana said, “nag kulang tayo sa intelligence and we failed to appreciate the magnitude the things they do. Nakita natin na nagkaro-on na ng engkwentro sa Butig , Lanao del Sur at sa mga paligid alam natin an marami sila and we never thought that they go inside and hold inside Marawi City ”
“Our troops are inadequate in fighting in the urban area with equipment and we are trying to procure equipment. Kung sino mang nagka mali nuon alam natin na pumasok si Isnilon Hapilon galing Basilan . hwag nang mag turu-an and its a wake up call for us. Instead, we maintain troops here,” Lorenzana said.
Lorenzana said, “there will be more training on urban guirella warfare and to counter terrorism but on selected battalion.”
“Yung mayors dapat alam nya kung sinong pumapasok. This week we will conduct seminar with military, police local government units and stake holders to discuss security issue to ensure the local officials should know their job,” Lorenzana said.
“Ang akala ng mga mayors kasi ang problem ng peace and order ay problema ng military and police . It’s not,” Lorenzana said.
“In an initial assessment with military Iligan City , Zamboanga City and Davao City could be vulnerable but the City Mayors here are very active in securing their cities like Mayor Celso Regencia of Iligan City who is very active in security measures,” Lorenzana said.
