A remote village in the town of Tago, Lanuza, Surigao Del Sur recently declared the Communist Party of the Philippines-New People’s Army and their supporters “Persona Non-grata.”
The far flung Barangay Mampi used to be a haven of communist terrorists is the first in the province of Surigao Del Sur to courageously condemn and declares the CNT as persona non-grata.
Barangay Mampi officials said the previous NPA attacks and harassments to the community resulted to the death of Barangay Chairman Datu Manuel Gardigo in 2015. In 2016, there was an incident when residents, who were said to be supporters of the government, were hog-tied. This brought fear and trauma to the community of Barangay Mampi.
Through the Community Support Program (CSP) immersion of the Philippine Army’s 36th Infantry Battalion (36IB), basic government services were delivered to the barangay. It created harmonious relationships of the military with the populace. It resulted to the surrender of Twenty-three (23) CPP-NPA rebels on March 2, 2018 and another Sixty-four (64) terrorist members and supporters on March 22, 2019 to the military.
The mass surrender of the CPP-NPA members and supporters prompted the Sangguniang Barangay officials and tribal leaders to pass and adopt a resolution declaring CPP-NPA-NDF and their front organizations as persona non-grata for its “criminal acts and violations of the International Humanitarian Law” on March 23, 2019.
The resolution said, Barangay Mampi will uphold its support and allegiance to the government and renounces its affiliation to any CPP-NPA organizations for them to live a normal life.
The resolution also stated that any organizations that will conduct activities in their community should pay a courtesy call to their barangay officials and tribal leaders for approval.
Lt. Col. Xerxes A. Trinidad, 36IB commanding officer, expressed his support to the Local Government Unit of Barangay Mampi, Lanuza, Surigao del Sur.
“This initiative of Barangay Mampi is a manifestation that they’re already awaken of the deceitful plans and motives of the CNTs. By this declaration, the Philippine Army particularly the 36IB will assure that the government will be working in convergence to foster development and economic growth in the area,” Lt. Col. Trinidad said.
“This endeavor of withdrawal of mass support to the CPP-NPA terrorists not only demoralizes and weakens the CPP-NPA organization but also gives them “NO HOLD” to the community to celebrate the 50th Anniversary of the New People’s Army this March 29, 2019 and other succeeding plans of treacheries and deception to the community,” Lt. Col. Trinidad said.
“I urge all local government officials to emulate the same act of courage against the CPP-NPA terrorists. Let us stay united and work in convergence to bring peace and development in the province of Surigao Del Sur because we owe these actions to our next generations,” Lt. Col. Trinidad said.
