The Baguio City Council declared the New People’s Army persona non grata in a resolution passed on January 20, 2020.
Baguio City is the 44th Cordillera local government that declared the NPA persona non grata according to the Regional Task Force to End Local Communist Armed Conflict.
The Baguio City resolution, however, did not include groups and people who support the NPA.
Vice Mayor Faustino Olowan said the city government has no mechanism to justify a persona non grata declaration against any person and group or organization accused of sympathizing with the NPA.
But if a court makes that determination against any person or group, the city council would pass a resolution that would make them unwelcome, Olowan said.
